CAMBRIDGE LETTER The recent bank scams are pointers to a systemic fault in society.










When I opened a bank account at the age of 18, I did not have much money to put in it. It was not an investment, but a convenience. That approach was the norm. Banks existed to provide a service, and they did so in a generally customer-friendly fashion. Certainly, when I visited the local branch (these were the days before online banking) I was recognised, and greeted by name.
It is not of course surprising that the way in which banking is done has changed. Nor are the changes in general regrettable. Online facilities have made things much easier. If I balance that advantage against the loss of the highly personal friendliness of the old days, I have no complaints. Those changes have greatly increased the service.
A different role
So far so good, but in those “old days” you could assume that the approach of your bank would be not only friendly, but ethical. The banks were very much part of the community, and their role was to provide a service to it.
How different the position is today. For months we have been faced with masses of information about appalling behaviour by many of the major banks. Regulators in the U.K. and the U.S. are investigating more than 20 banks for rate rigging. In London, Bob Diamond, who was Chief Executive of Barclays, resigned, under pressure, after the bank had received a massive fine for its part in manipulating Libor — the interbank offered rate. In his appearance before a parliamentary committee, Diamond showed no sense of feeling any responsibility, or indeed any knowledge of what had happened in the bank of which he was in charge. Many people found that totally incredible. Surely the crucial thing about being in charge is that you need to know what is going on. If you do not, how can you properly exercise your responsibilities?
Senior people in many of the major banks have shown similar unwillingness to accept responsibility for things going wrong. By contrast, they have generally shown no unwillingness to accept vast salaries, and vast bonuses. Why a bonus is necessary for someone who is well paid for doing a job is not clear. It was certainly not the general expectation when I entered the employment market; the expectation was that you would do a job well and responsibly, and would receive an appropriate salary.
Even less clear is why a bonus should be paid to anyone who has not done the job efficiently. Indeed, the whole bonus culture provides a depressing illustration of a fundamental fault in the system, and a fundamental failure to demonstrate any understanding of ethical behaviour.
The public has lost patience with the banks, and no wonder. The Observer put it strongly and starkly in its Business Leader which appeared on the day when I am writing this. The editorial declared: “Britain’s bankers are swashbuckling pirates in a long tradition that stretches back 400 years. Pirating is not exclusive to Britain but we have always been adept at stealing and extorting under the guise of free trade”.
Need to get tough
You do not have to accept that assertion uncritically to recognise that the behaviour which is so much in the news is a reflection of something seriously wrong with much of our society. Asking a few questions goes a long way to put the whole business in perspective. First question: Is it reasonable to expect that anyone choosing to do a job should accept that this choice carries with it the obligation to do the job efficiently and honestly? Second question: Is it reasonable to assume that many jobs require a sense of service, and not simply a wish to make money? Related to that, is it reasonable to assume that “service” should not be interpreted as “self-service”?
Those are hypothetical questions, and there surely ought not to be any doubt about the answers. Nor should there be any doubt about the need to impose punishment on bankers, no matter how senior, whose behaviour can be shown to have been illegal. This means that the government must be prepared to take a far tougher approach than it, and its predecessors, have taken in the past.
Above everything else, however, there is a need to change the assumptions about what providing a banking service — or indeed any service — requires. It requires efficiency, certainly, but it requires above all a recognition that ethical behaviour should be accepted as an ingrained element in the approach of those providing the service.

Rupee reverses 4-day losing trend; closes at 55.39 against dollar

Mumbai: The rupee on Wednesday reversed its four-day string of losses by gaining 53 paise to close at 55.39 as dollar supply outstripped demand in view of the US currency's weakness overseas as EU leaders agreed on terms for a bailout of Spanish banks.

The rupee resumed slightly higher at 55.90 per dollar as against yesterday's closing level of 55.92 per dollar at the Interbank Foreign Exchange (Forex) market on weak Asian markets after Chinese import growth slowed in June.


However, the rupee changed track and shot up to day's high of 55.33 per dollar in tune with the surge in equity markets triggered by Eurozone finance ministers ratifying a deal to aid ailing Spanish banks.

The dollar's weakness against the 17-nation euro, which steadied at USD 1.2313 a day after striking its lowest point in two years, boosted the sentiment in favour of the rupee.

Foreign Institutional Investors (FIIs) who bought stocks worth Rs 606 crore today, as per provisional data, also supported the rupee's rise as the currency ended at 55.39, clocking a gain of 53 paise or nearly 1 per cent.

The Indian stock market benchmark Sensex ended higher by 226 points or 1.30 per cent to four-month high.

Forex dealers said banks and exporters sold dollars after it weakened in international markets.

"The biggest positive which helped the rupee gain over 50 paise today was the Eurozone agreeing on the terms for bailout of Spanish banks. The Pound appreciated against the dollar ...FII money also came in," said N S Venkatesh, Head of Treasury, IDBI Bank.

Experts said if euro continues to trade strong against the dollar, rupee will consolidate.

"I think if the euro continues to trade in the 1.18 to 1.23 range to the dollar as is the expectation, we should see rupee consolidate in the 53-55 range a dollar in the short term," said Moses Harding, Head of ALCO and Economic and Market Research, IndusInd Bank.

According to Pramit Brahmbhatt, CEO, Alpari Financial Services (India), larger FII participation in Indian stocks has helped the rupee.

"The FIIs has been finding the valuations attractive for parking their investments in India as the bailout of Spain and better than expected manufacturing numbers from Germany triggered risk on trades in global markets," he said.

Some also believe, today's 53 paise upmove is linked to hopes of better-than-expected IIP data.

"Rupee closed stronger against the dollar after the market was seen positive on expectations of positive Index of Industrial Production (IIP) figures on July 12," said Abhishek Goenka, Founder & CEO, India Forex Advisors.

The premium for the forward dollar declined due to fresh receivings by exporters.

The benchmark six-month forward dollar premium payable in December fell back to 170-172 paise from Monday's close of 174-176 paise.

The premium for far-forward contracts maturing in June also down at 310-312 paise from 317-319 paise previously.

The RBI fixed the reference rate for the US dollar at 55.8055 and for euro at 68.5845.

The rupee rebounded against the pound sterling to end at 86.01 from yesterday's closing level of 86.63.

The local currency also gained strength to end at 68.17 per euro from 68.79 previously.

It recovered against the Japanese yen to settle at 69.74 per 100 yen from last close of 70.31

131 arrested in Sri Lanka for illegal migration

COLOMBO: Sri Lankan Navy has arrested 131 would-be asylum seekers, most of them Tamils, from a fishing trawler for illegally heading to Australia.

109 people with their fishing trawler were nabbed by the Navy 25 nautical miles northeast off the coast of Kalmunai in the eastern province, Naval spokesman Kosala Warnakulasuriya said.

There were 101 Tamils and 8 Sinhalese who were heading for Australia, he said.

Another group of 22 people were also arrested for preparing to leave the country illegally at Chilaw in the west coast.

Sri Lankan authorities last week announced that a three tier programme to curb illegal immigration had been implemented.

Police spokesman superintendent Ajith Rohana said over 400 people have now been arrested since end of May.

Sensex reverses early gains, down for 3rd day

MUMBAI: Erasing 110-point gain in early trade, the BSE Sensex fell for the third straight day today by closing 19 points lower on emergence of profit-booking as investors turned cautious amid India's June exports contracting by 5.45 per cent due to global economic slowdown.

Brokers said the focus has turned to inflation data which is scheduled for July 16 as it may decide Reserve Bank's next move when it meets for for first quarter monetary policy review later in the month.

The BSE benchmark index closed with a loss of 18.85 points, or 0.11 per cent, at 17,213.70. With this, the index has lost over 400 points in three sessions.

Today's losses were cushioned to some extent by Hero MotoCorp, HDFC Bank, TCS and ONGC shares which gained in the 1-1.4 per cent range. Jindal Steel, Hindalco, Tata Power and SBI were among the biggest losers in the 30-share index.

"Almost all sectors witnessed profit-booking. Inflation data shall be announced soon and RBI policy is awaited at the end of month. The events may have short-term impact," said Rakesh Goel, Senior Vice President, Bonanza Portfolio.

Infosys, after announcing a muted sales outlook yesterday, dropped 1.65 per cent while RIL shed around 0.4 per cent.

The downtrend was led by stocks of consumer durable, realty and metal sectors.

Traders said FIIs are in a wait-and-watch mode after the government today set up a committee to prepare fresh norms on the controversial GAAR tax provision to bring greater clarity and prepare a roadmap by September 30 for implementation.

The 50-share National Stock Exchange index Nifty lost eight points, or 0.15 per cent to 5,227.25, after touching the day's high of 5,267.15.

Meanwhile, Asian stocks were trading positive. Dow Futures as well as European stocks were also in positive zone during trading hours.

The German Team Pro turned a short stack into one with significant sway today, at one stage down to 400,000. But, using a degree of anonymity (Heitmann has rarely attracted the star-hungry cameras this week) he then nudged it hand by hand to more than 2 million before a big hand with ace-king took it to more than 3 million. At the end of play tonight, he held 3.4 million.
"I am actually having a good time," he said midway through the day. "This is a lot of fun. I'm playing absolutely great, I like the way I play, like the way the table seems to respect me, maybe even be scared of me. There are only up sides to this."
So far this week Marcel Luske has ditched his trademark suit in favour of a track top. His reasoning being that why should he change a winning formula? It worked perfectly until the end of the night. The Flying Dutchman busted out with half an hour left in the night winning more than $52,000.

Sri Lanka should have gone for the kill instead of settling for a draw

On Friday, Nishad Pai Vaidya wrote why Sri Lanka were right in not going for a win in the third Test against Pakistan. In the below article, Karthik Parimal present an opposite view point.

Those were some strong words from the Sri Lankan skipper. There’s been a lot of hue and cry since the last few days over the approach adopted by the home side against Pakistan in the final Test, and while many believe that Sri Lanka should have gone for the kill, an equal number of people feel that settling for a draw and winning the series was a sensible thing to do. However, despite all the explanation given by Jayawardene, it’s difficult to see how such an approach augurs well for Test cricket in general. No doubt that the Sri Lankans deserve to celebrate a Test series victory after three long years, but the fact that they chose not to end on a high, especially with one foot in the door during the final Test, has taken some sheen off the series victory.



The current Sri Lankan team has an experienced line-up alongside some exciting young talent. This was a perfect opportunity for the senior players to pave the way and inject positivity into the side. If a situation such as this ever arose in the future, the youngsters would have probably taken a cue and chased victory at the slightest opportunity. That is how many legends of yesteryear believed the game should be played. They believed that any game, however inconsequential, should be played with an aim to win.



Former West Indian cricketer Garry Sobers was faced with a similar conundrum a few decades ago when he was captaining his side. During the fourth Test of the 1967-68 series against England, Sobers made a choice that unfortunately led his side to a series defeat. The first three Tests ended in a tame draw, and Sobers wanted to create an opportunity for West Indies to win the fourth Test. After amassing a first innings lead of 122 runs, Sobers declared West Indies’ second innings on 92 for two, leaving the visitors a target of 215 to get in less than 165 minutes. 

With the kind of bowling West Indies had, Sobers expected England to wilt under pressure and lose. But England consistently scored at over four runs per over on the final day and won comfortably with seven wickets to spare. The gamble certainly didn’t pay off, but the kind of attitude showed by both West Indies and England is praiseworthy.



Sobers later coached Sri Lanka, and that attitude was infused into the then Sri Lankan team and was carried forward by Arjuna Ranatunga. In his autobiography, Sobers states that he never believed in settling for a draw unless that was the only choice available. Sobers wrote: “I believe that the spectators always have to be considered. Without those people paying to come through the turnstiles there is no professional game. That can be forgotten if players are afraid to lose and are not prepared to give the opposition a chance. 


Somewhere along the line you have to recognise that defeat might be a possibility. I have always played the game with that in mind and although you want to win, you must keep the game interesting so that the public will come to watch. Who wants to watch a dying game when the only result is a draw?”



During the recent past, a lot of teams have been guilty of taking the easy way out. Once the lead in a series has been taken, most teams look to go on the defensive by trying to protect that lead. India, ranked No 3 during the series against West Indies a few months ago, too chose to play it safe rather than to go for the kill against a relatively weaker opposition. A defensive approach has often made a team more prone to defeat. Also, it defeats the purpose of the game. It’d be difficult to lure spectators to watch a game that’s heading nowhere towards a result.



It could augur well for Test cricket if teams looked to win more often than not. While it’s understandable that Sri Lanka were under a lot of pressure to win a Test series, it doesn’t justify the fact they settled for a draw with a win in sight during the final Test. It could have been a shot in the arm for Test cricket had Sri Lanka positively chased down the set target instead of just playing out the remaining overs on the final day.

West Indies down New Zealand to win series


New Zealand skipper Ross Taylor smashed a fine century but it was not enough to prevent West Indies wrapping up the one-day series with a 24-run win in Saturday's fourth match.

Taylor, playing in his first match of the series after injuring his shoulder in an earlier Twenty20 international between the two sides in Florida last month, made 110 off 115 balls.

It was an innings which included six boundaries and five sixes for his sixth one-day century.

But as his team chased a 267 target, he was outshone by West Indies seamer Tino Best who marked his recall to the team with 4-46, a performance which included the wickets of Taylor and the dangerous Jacob Oram.

Earlier, Kieron Pollard hit a patient half-century as West Indies recovered from 105-5 to make 264 all out.

Pollard top-scored with 56, Marlon Samuels made 46 while the recalled Devon Thomas hit a useful 37.

Victory gave West Indies an unassailable 3-1 lead in the series which concludes with the fifth and final match at Warner Park on Monday.

"It's a good feeling indeed," said West Indies skipper Darren Sammy.

"The good thing for us today was that the lower order came through. New Zealand improved as the series went on, but it was good to see we kept our cool."

West Indies off-spinner Sunil Narine, who took 2-20, was named man of the match and he won rich praise from Taylor.

"You have got to give credit to West Indies," said Taylor. "They were under pressure. We would have liked to put the foot down on the throat, but we didn't execute well.

"You have got to back yourself to get 79 off the last 10, but you have to give credit to Narine."

West Indies were helped by an untidy performance in the field by New Zealand whose bowlers sent down 20 wides.

The home side lost Johnson Charles (1), Chris Gayle (16) and Dwayne Smith (0) by the seventh over with their team on 20.

After Dwayne Bravo had gone for just 18, Samuels and Pollard added 46 for the fifth wicket before Pollard and Samuels put the West Indies back on the road to recovery with a partnership of 85.

Thomas hit three fours and a six in his 43-ball stay while Pollard smashed five boundaries and a six off 70 deliveries.

Towns must attract high-paying jobs


ISSUE: Council rejects plan to put retail jobs on land slated for business park.

It has been seven years since Ontario passed its Places to Grow Act and since then, the mantra of the province and many municipalities has been to build communities where people can live, work and play.
In northern York Region, that presents a particular challenge, since many people already commute south for work and there aren’t enough jobs locally to employ all of the area’s residents.
Nonetheless, it’s important municipalities strive to draw as many good jobs as possible to the region, helping more people live and work locally.

Aurora council upheld this principle Tuesday night when it shot down an official plan amendment request from SmartCentres.
The developer wanted to build retail and office space on land the town has designated for higher quality employment, such as corporate head offices.
Council made the right decision, as Aurora, and northern York Region in general, are rife with shopping malls and plazas and the primarily low-paying jobs they bring.
There is little land left for development in York Region, so what is available needs to be directed toward creating jobs that pay enough to allow people to live and work in the same area.
Newmarket has built to its borders, so new development there is now focused on intensification, such as the proposals to build more residences in the Glenway subdivision and 16-storey towers at Slessor Square, near the intersection of Yonge Street and Davis Drive.
If Newmarket is to attract more major employers, those companies are going to have to redevelop land that’s already in use.
East Gwillimbury has much more land for development and is scheduled to grow rapidly, with its population quadrupling by 2031.
Development there will also include employment lands and, as a recent labour market study the town underwent in partnership with Georgina indicates, more high-paying jobs are needed.
According to the study, conducted in partnership with Georgina Trades Training Inc., 49 per cent of East Gwillimbury residents commute to Toronto for work. Just 5 per cent travel within East Gwillimbury to get to work.
All of northern York Region’s municipalities need to focus on attracting companies that bring high-paying jobs to the area to reduce the amount of time residents spend commuting.

Along with the environmental benefit of less greenhouse gases emitted by vehicles, less time commuting means more time for family and volunteering in the community, making the community stronger.

BOTTOM LINE: Towns need to draw high-paying jobs to help people live, work locally.
